How do I find a page's URL and return it as a text string that can be displayed (or modified then displayed) in the page or a subsequent page?

Preferably without using javascript.

and why so against Javascript?  its one line of code in JS to "know" the full URL

It's not so much that I'm "against" javascript; more that I'm trying to do this in as robust and accessible a way as possible. A few users do not have JS enabled, so if I can get around that, so much the better.
