Strange error message

HTTP 403.9 - Access Forbidden: Too many users are connected
Internet Information Services" I got this error message while I test asp program on my PC. Even after I restart the IIS, this message is still exist. Anybody could tell me how is this from and how to solve it. thanks.

Well it is pretty self explanitory:

Too many users are connected

It was happening to me once and i found it just went away.

Out of interest what Operating system are you running, and what version of IIS ?
