The time is listing 4 hours behind on my forum. I forgot where to change the +/- to compensate.

Each user has the ability to change that in their forum preferences.  Click on settings, and then forum preferences, and change it there.  Note, that only changes it for you.

To my knowledge, there is no way to change it system-wide.  Of course, I could be wrong.  Borg is coming out with new stuff all the time, and I'm still using 7.51a at the moment (but that may change soon).

Would be nice to change ti system wide as the default when
setting up the forum then users can adjust their own.
