It would look a lot better if the large numbers (EG post counters) had commas seperating them in my opinion.

EG

1,000,000

As supposed to:

1000000

So do I, but the problem is that people use the forum on different servers in different locals and not all of them use commas as seporators in numbers.

How about a boolean in one of the files or an option on the admin menu.

Why not pass it through your own function?

If you use the FormatNumber function you can set it to use the regional default for the web server.

CountryHawk is an option, but runs you a few hundred dollars.

A mod would require you to constantly update IP addresses. The only reasonable way would be to have users choose a locale preference. e.g. Freddy lives in Mexico but prefers things in Japanese formats. Or whatever... Still, it's a lot of work to do either way. I would prefer the preference (non-countryhawk) way myself as a user, and an admin.

Why not just have a function to do it?  And specify the seperator in the code?
