It says:

What does it mean by a limited license?

it means you cant start a hosting company with the servers they provide.. you can only use them when building applications

for example depending on the Subscription you buy you can use it's Visual Studio and Office in Production, not so the OS's though.

basically they want you to make money off of it unless you're paying them the top subscription price

It looks to me like an MS action pack would be cheaper.

yeah of course, but you wont get programs like Visual Studio and some of the servers

I was going to get MSDN operating systems so I wuoldn't of got vs.net anyway.

then the action pack would probably be the best.. you will also get four sets of licenses for each product when ordering the action pack, and that's quite cool.. at least that's how I have understood the text at ms.com/partners
