If you don't have outlook, you can still use your local PC for the pop3 client. You could manipulate the email however you want to locally and then use http://www.postcastserver.com/ to resend them.
For a webserver-based pop3 client, look at JmailBox - http://jscripts.co.uk/JMailbox/index.asp?pg=home

the problem is not email.. i have enough email server at my disposal the problem is manipulation of email before forwarding it.like chamnging the subject and removing certain pharases, words or lines
the email will be forwarded to cell phone as multi part text message so i did like to remove certain predefined pharases, lines, extra line breaks and replace certain words with their abbrevations..how to do that in outlook?
the mail had to be sent automatically and no human will be sitting manipulating the mails manually..there it can be done using rules but which program to be used??
sugest me any program to do that!!

That is fairly complex to do, why not just get a blackberry and within the 30 days retrun they have, give it back say you don't like it.

Jmail has a pop3 component that you could probably use to pull the email and manipulate it programmatically before handing it off to some smtp process for forwarding. Not free, but I think they have a 30-day demo.
