Possible help with non iso characters?

Dear friends. i'm using v7.9 and i have some kinda turkish char. problem. Every static and dynamic text on the site seems ok with special turkish characters but only the posts including tr chars are ruined. The chars "ş", "ğ", and capital "i" are shown as ? (also they are savedin into the database as ?'s.
 
I have necessary meta tags in headers.asp and included Codepage= 1254 page directive in the first asp code line. But none of theese solved my problem. I beileve it's about the javacode posting the RTE text. (Cos the html in the rte iframe is copied to a hidden field in action, i think)
 
So is there anyone solved this kind of problem? Thanks alot for further help...
 
hosting Server is windows 2003 english version by the way, and dbserver is spl server 2000 with sp3.

this forum is able to show the posts with the turkish chars, but why mine cannot?
 
Any help? Solution?

Try placing a meta tag in the head of your web pages to tell the browser to use a Turkish character set.

I have the same problemm?? I Add this code to header.asp at top of code buutt nottt solved =((

that is the turkish lang. but I have another problem. In my Db, the site read the turkish characters very well. But if I add a new Thread, than it will add the thread not  the turkis char is not replace soo , in DB no tr char. =( ssoo. I think it is not the meta problem.. ?
 
because, if the DB the DATA type is TEXT then??_ ->> No turkish char gets. But if it nvarchar or varhar then ?? -> tr char is ok no problem.  But TEXT  type of data BECAME Problem? My problem is this.
 
My server is Win server 2003 . and al the lang packeag is based on english.
