So you are looking for a template that makes you drowsy? Just kidding, but there are plenty of template sites out there and when you say free, you should realize that it is unlikely that you get a great looking site. Most free templates I have seen are more basic and look, well like a template. Did you check out templates that come with FrontPage or DreamWeaver? Do they work? If not, there are site (don't recall the link) where you can trade a template for something you can do for them like you program something and they create a template or so.

I think designart has a free template section, but you get what you pay for. I'm a fan of BoxedArt - subscription site. Not a lot of new stuff added each day but their templates seem to be easier to modify than those found on many other sites. Artwork is very high quality. psd's usually are layered rather than just one flat image.

Lead me not into temptation... I know the short cut, follow me.
