I was searching for any great icon and i have found an interesting documentation.

very interesting.  I'm actually quite surprised that microsoft would divulge all this information, seeing how strict they are with their source code and everything else.

so where did this information come from?.... obviously it appears that it was written by microsoft........ but did it come from microsoft.com?

Yes I think that the source is Microsoft, you can see on the Microsoft site the same sites. Example:
