	If you are referring to the fact that Microsoft in RTE mode has been written IE to put in a <p> tag thus coursing double line spacing, then yes this is what it is supposed to do. To try a over come this the web wiz RTE attempts to intercept when the enter key is pressed and try a force IE to put in a <br> instead, but due to the complexity of the RTE this event is not always captured in certain circumstances.
