Stickys and announcements problem

Hi!
I'm not right if this is a error my or a error on the forum...

- I create many groups...
- And one group called "Administrator" to full access in the forum.
- And one group called "Moderator" to post stickys and poll topícs.
- In "Forum Admin" all groups in "Generic Forum Permissions" are selected with "Private Groups", because I've another groups that cannot access some options.
- In "Group Permissions Admin" I put the "Administrator" and "Moderator" groups to access all groups with full access.

And the problem is: In the forum, same logged as member of "Administrator Group" or "Moderator Group", I cannot create "Sticky topics" and "Announcements" ! This both options are displayed in the select box if a logged with the appropriated group, but in the moment that post and see the topic online, the post are displayed like a normal topic...and not work like "important topic", simply ignorated the "sticky" and "announcement" option case I selected one of her.

What's the problem?!?! is in the setup or in the scripts ???
I need resolve this and if somebody can help me, I will extreme grateful !! :)

I tested again and really exist a problem...

A forum works using "sticks" and "announcements" just if exist only 1 group of Administrators. If exist 2 or more groups like "Moderator",  "Administrator" and "Special User" and you setup all foruns in "Generic Forum Permissions" with "Private Groups" and after define the "User Group Permissions" of users to permission "Stick Topics" this is not work anymore.....and the Administrator too, not work to create sticks and announcements!

I make many many tests....and the results is always the same.

Can you reconsider this like a error or not?
Because if only Administrators can be create Sticks and Announcements, so this option cannot be available in select box on page "post_message_form.asp", one time that the Group of User have permission to create Sticks, like defined in "Private Groups"

There is a known bug in the present version that means only admins and moderators can create sticky topics, this is being looked into for future releases.

The problem is more than that.
If a forum has setup to only "Private Groups" can access, and if all members in this group have the permission to post "Sticky Posts", this option don't works anymore....the Administrator and all members in "Private Groups" loose the option to create "Sticky Posts" and the Administrator loose the option to create important topics (Announcements)

The Sticks and Announcements works only if don't exist groups of permissions. Works only in "Generic Permission Rights"

This is a known problem and the system for sticky topics has been re-written for the next version.

In the new version 7.96 or in version 8.0 Beta, the Stickys and Announcements problem are fixed ?
