	How do I install ISAPI filters to manipulate URLs on the fly in IIS?

	You need to download a program or create the filter yourself. Do a search on google for IIS URL Rewrite.

	You cant unless you are logged into it and have permission. If your logged into it then install the application like any other application.

	Just use .net URL Rewriting. ISAPI Filters installed are a thing of the past IMHO.
