Forum Upload fails if quote in file name

Windows allows users to create filenames with imbedded quotes. For example Captain's Committee.doc is a valid name. If you select that file when doing an upload, the upload fails.
 
Some users report that the name field just goes blank; I have received a runtime error.
 
I realize that this is not a great naming practice, but users do what they do.
 
Any idea how to fix this problem?
 
Using 7.9 with Persits ASPUpload.

Unfortunately that is the componenent that the ISP supports and it is unlikely that I can change it without evidence that there is a clear problem with it.
 
Is this a unique problem to Persits AspUpload?
 
For what it's worth, I receive an error in the following script in upload_files.asp:

</script>
 
The error points to the imbedded single quote in the URL.
