Why are there no free services to find the address of someone from a telephone number?

It would be easy if the government would just let you download the electoral roll

I don't know about in your neck of the woods, but in the US, the major long distance provider has a reverse search available at www.anywho.com
 
I'm building one for our local area (southern Kentucky USA). The information is coming from a friend of mine who owns a phone book company. I'm spending time on it because people really want it and if people want it.

I'm in the UK and unfortunately the only directorys are for address lookups only :(
