How to assign rights to a user

Is there a way to assign a right to a user so that the user can install/uninstall programs; without making the user an administrator? This is on Windows Server 2003.

I thought standard users could install stuff but maybe I'm wrong.

Try putting the user in the Power Users group

Thanks. I finally got a hold of one of the IT instructors at the school I go to... he said that it dpeneds on the software...normal users can install some softwares and won't be able to install other softwares depending on which software it is... I created a normal user account and logged in..i was able to remove winrar from add/remove programs... so that's a fact...
I also suggested to him what you advised me about Power user group...he said yes that group can install/uninstall programs no matter what program it is. Thanks again.

The other way to do it is to use group policy, that way you can install software when a particular user logs in..
