Which way is preferred, all-in-one packages or pic

 
I have an idea, but do not know how to start and run web site. And I want to make my own web site. I need to create my own commercial, interactive web site. Their own foots n have forums discussion groups but I do not know now to die it, our activity domain: programming. We based programming, design, web free templates and much more. Our first concern: to fill up our client needs with our knowledge. We are open for any kind of discussion
