Time offset for my country is 3.30.
How change this item?
For expample server time is: 19:00 and local time is: 18:30

How to change Time offset to my country?
for example the time is 12:00, the time in my forum display half previous or next.

You would need to set the time on the server for this type of time off-set as half-hour time off-sets are not supported at the present time due to complications that such time off-sets course.

time zone in my computer set to
(GMT +03:30) Tehran.
in my forum's control panel, date time configuration, time offset is + or - 1,2, ... and display time half next or previus. for example the time in LONDON is 12:00 in Tehran 15:30.

This is interesting. I didn't know this. Is Iran the only country that does this? What about Iraq or Turkey, or Jordan, for example?
What is the reason for the 30 minute difference - doesn't most of the world use whole-hours for the offsets or time-zones?
I suspect only someone from or living in Iran can answer that. I'd like to know more about this.

There are a couple of other countries that have this, including the Northern Territory in middle of Australia which is UTC +9.30
