This sounds like an installation issue rather than a bug.
If a bug like this existed it would have been reported along time ago as everyone uses the quick reply.
You should first try reuploading the orginal files incase a file has become corrupted in the FTP process.
If you have modified the software or using a 3rd party mod of language files it could be these which are coursing issues and preventing the javascript for the quick reply box from working.

I used the link you provided and can see no issue. Infact I am typing in the quick reply box now from the link.
The PID is not displayed twice if you have a look one of them has a hash mark infornt # this is because the second is an anchor and is how it should be and has been like this for many years and used by many 1,000's of people without issue.
If as you say the quick reply box is not displaying in your browser on this site it points to an issue with your own PC. It could be that you are running some internet security software which is blocking it from displaying, or you may have a corruption in your web browsers installation.
To fix this you could either try and track down the issue on your PC by disabling Internet Security and AV software, reinstalling your browser, etc. or you could disable the use of the WYSIWYG editor in your forum profile.

Shoot, the quick reply works fine and is what most of us use on our forum, and I use it here. I WILL say this! IF your host is slow, or certain images are hard to load, OR there's an external link, it seems the way some browsers work is they load what they've got so far, and if there's a hangup, only show that part of the page. Others wait to load the whole page when they get it all, etc. SO, might check to see if your browser is having a problem with a file or a link, or you can't get to a certain linked site. If it's blocked via firewall, your display might hang. I'll suspect it's a "local issue" as it's not a global forum issue, IMO.

ok now plz tell me how i disable or hide "Quick Reply portion" from my forum? so members only reply by clicking Reply Button.
bcos status bar shows "Done, but with errors on page" on those pages where quick reply visible and other options also not work like "Post Option" etc.

mjmalik, let us get into the issue once more. Answer me some question please.
1. What is the URL to your forum? I'd like to see it myself.
2. Did you installed any 3rd party mods on your WWF? If yes, can you name those?
3. If answer to 2 is no, Did you re-uploaded all WWF files to see if this was due to a file corruption? This is a common issue. 4. Which browser and what version of the browser you used to find issue on WWF?

He probably has some kind of 3rd party program installed that is stopping the page from loading.
