just wondering if someone who can help to make a plug in for multi-language select for web wiz forums 9.x, convenient for other foreigner people.
 
just like muilt skin select.
 
any help will be appreciate.

I have thought about this my self (the creator of the Multiskin Selection mod you mentioned) but due to the way Web Wiz Forum's language system works it would be extremely difficult to impossible to build.

You could run multiple versions of the forum on the same database but with different language files installed.

It may well now be done with a little work and with different language files, but it is complicated. Here is an example of three languages simultaneously:
