I heard there will be blog and chat room in the v10, and which were a major excuse of not releasing the v10 earlier and putting it in dev stage for staggering three years.
Are those features ready?

There are not Blog Features in version 10 as these will be included in NewsPad version 2, but there is a Chat Room. Considering the size of development of version 10 with almost 300 updated features 3 years is not a long time as release cycle between version 6, 7, 8, 9 and 10 have all been 2 to 3 years. Version 10 may be a major update, but what you have to remember is that have been many major updates during version 9.x that under many other products would have contributed to a major version update, these features have been kept within the 9.x family to reduce upgrade costs. Features that have been released in version 9.x include:- - Mobile Optimised View
- Friendly URL's using URL Rewriting
- Unread/Read Post notification system
- Social Networking Bookmarking
- XCSRF Protection
- Install/Upgrade Wizard
- Support for YouTube wide screen format and YouTube Video Sharing
- Upload Animated Progress Bar and Improved Avatar uploading
- HTTP XML API
- Support for myODBC 5.1 for mySQL version
- SQL Server and mySQL advanced server side paging
- Add Movie Toolbar Button in the Post Editor with Improved Flash and YouTube Support
- IP Lookup Information Tool
- Updated version of CAPTCHA that creates images on the fly instead of using a libary of images
- An AJAX Session Ping system to prevent sessions being dropped due to inactivity
- SEO Improvments
- Plus 100's of other features
These are just a few of the 100's of additional features and changes made to Web Wiz Forums during the 9.x life cycle which were being developed at the same time as version 10. u can't blame if some ppl gets tired of waiting this long while everything around was evolving. But I guess the waiting was worthy.
One more thing. will you ever consider asp.net in any near future?

When a major version is released it does not signify the end of development of that version it does keep evolving, hence the reason why we were the first forum to include the Mobile Optimised view which was part of version 9.70.
There have been 4 major updates in version 9.x, they where 9.0, 9.50, 9.60, and 9.70, with minor releases in between these major numbers, which also often included new features. In fact out of the 30 or so releases in Web Wiz Forums 9.x I do not think any of them did not contain at least one new feature.
All a mojor number change in Web Wiz Forums signifies is that there are database changes. Although the version 10 database now makes it simpler to include features without database changes thanks to a new schema that allows database stored options to be stored in the database without the need of altering the database structure.

About the Persits AspJPEG installation on server. Is it possible to use Persits AspJPEG in the form of a DLL file, and put it in the bin folder, and so access the functions.

Not with Classic ASP. The component needs to be registered on the server by the server admin.

On any Windows OS I've ever used, servers to desktop, a DLL must be registered. It's a linked file, not an EXE.
