Cannot upgrade from 9.7.2 to 10.0.3

I'm following the SQL upgrade instructions from http://www.webwiz.net/web-wiz-forums/kb/sql--upgrade.htm - http://www.webwiz.net/web-wiz-forums/kb/sql-server-upgrade.htm 

However, when I get to step 6 I receive the following error:
 
Server Error in Forum Application
An error initialising Global Variables from database.
Please contact the Forum Administrator.

Support Error Code:- err_SQLServer_getForumConfigurationData()_read_global_variables
File Name:- global_variables_inc.asp
Forum Version:- 10.03

Error details:-
Microsoft OLE DB Provider for SQL Server
Invalid object name 'tblSetupOptions'.

I think you are not following step 3 correctly:-

I suspect that you are not following this step and retaining certain key files which is why the Upgrade/Install Wizard is not running to upgrade your database.

What are the "certain key files" that I need to retain? Your instructions say to delete "all the old files and images" just leaving the uploads folder and I've done that.
 
Can you be more specific?

It needs to be all the files, as the install/upgrade wizard is failing to run it means that you are trying to retain some of your old files. You need to also include uploading the new files in the 'database' folder, you can not keep your old database settings files as the install/upgrade wizard will ask you for your database connection details when upgrading your database and will write these settings to the new setting files.

I have deleted every single file and folder and I still get that same SQL error when I upload the new files.
 
What else should I try?

No, not at all. It doesn't get beyond the SQL error.

The only time the install/upgrade wizard will not run is if you are trying to rte-use your database settings files in the 'database' folder. These need to be replaced with unmodified files from the latest version.

The  install/upgrade wizard will write your database settings to these files when your forum is updated.
