It is very difficult with email as there are so many factors involved, including the component used, mail server settings, email client used, and of course the language settings for all these different parts of the process.
The emails have a better chance of arriving correctly if you use CDOSYS, AspEmail, or JMail as these components also send the page encoding in Web Wiz Forums version 10 or above which the email client should use to correctly display characters.
You could also try changing the page encoding in the General Settings page in the admin area of your forum, however change this with caution as posts created under the old page encoding may not display correctly after the page encoding is changed.
