So I have a web host account with an MSSQL database. Do I have to purchase the complete MS SQL Server software in order to use the Enterprise Manager to work on my database? Can't I just purchase the Enterprise Manager by itself?

You can download the trial version of ms SQL which has enterprise manager which your allowed to use for about 50 days

I found on the 120 day trail version that Microsoft sent me for free that the enterprise manager side of it still functioned and allowed me to connect to a remote SQL server after the 120 days had expired.

the 120 days trial is limited to the database server products.. not the enterprise manager..the enterprise manage is considered as the interface to connect to MSSQL server.. the actual products is the SQL server itself

Wrong, the license agreement includes Enterprise Manager and all other client tools. It just does not expire but you are not supposed to keep using it thus you can always argue "How am I supposed to remeber when I installed it".
