how to use unicode in laguage files?

dear

i've tried to chagne language infiles , whichtold to be changed in the help section, evything is ok, but when i uploadd, it didn't show corretly, i use Vietnamese unicode , for excample i changed file register_rules.asp.. it doesn't work. any one can help me ? one more thing, i 've to use dreamwave to change, when i use notepad, i saved in unicode , the forum doesn't work, i saved in txt format my language doesn't work
