There are lots of COM and .NET components out there and example code to help you communicate via the serial port

They have a list of sites. Just use two or more sites to send the sms if they only allow a certian amount.

I use http://www.cbfsms.com/ but I just found it using http://www.google.com/search?hl=en&lr=&ie=UTF -8&q=free+sms&btnG=Search
