I do not know your skill level for creating web pages but you could use software like serif webplus to create a webpage then direct visitors to your homepage before they click a link to go through to your forum.

ok ive managed to design a web page but how would I direct visitors to the homepage, will I have to host it on the internet?

Usually you would build the website first and then link to the forum from your websites homepage to  the forum installed either in a sub folder or a sub domain.
