i mean if i want the forum to be encoded in specific encoding like windows-1255
which files i need to change and how i do it?

Not sure if it forces it so it cannot be overridden but you can make sure you have the meta tag like
<META http-equiv=Content-Type content="text/html; =
charset="windows-1255">
