Yes you can, most forums with For Sale section will disallow the starting group from posting in Foir Sale forums by editing the permissions for the starting group to remove New Topic and Reply Permissions.
In version 10 ladder systems are based on points instead of posts, so once the member reaches x amount of points they move up to a group that does have permission to post in For Sale forums.
Watch out though you will have new members who have signed up just to use the For Sale section moaning they can't post and may post low quality posts just to get their post/point count up higher.
