A bit of help

Ok, so I'd like to design this web site.  But I don't know a lot of advanced web design stuff.  I know a fair amount of HTML, but that's about it.  My goal is to design a website that will do the following:

Orginization X needs different people to sign up for stuff.

So, you go to Org. X's website, login, and see an option will all the
available openings.  You click on a few, and click submit.  It confirms the dates of the openings, you say yeah, I wanna sign up.  Then, when you or anyone else in the organization login, what you signed up for is no longer available to click, you just see the person's name who signed up.

Then I would *like*, the information on who signed up emailed to a specific person, and even better yet that person to be different autmatically every 2 weeks.  This isn't necissary, but would be nice.

I don't want anyone to basically give me what I'm asking for (though I wouldn't turn it down...), but would like someone to point me in the right direction, key google terms, etc...
