My forum is hosted on a free host, and as you would imagine it is causing issues with skins etc... I was wondering if there was anyway to change some variable or something to resolve this issue.

Also which free web host do you advise me to use, i'm currently using www.nofeeshost.com but i dont like it much, as its too limited.
 
Also i was wondering how people got free forum hosting on Brinkster everytime i try it says i must upgrade my package.

You should try to avoid free hosting companies. They have a lot of restrictions and just don't allow you much of anything. Paid hosting now a days is cheap with all the competition out there. You can find something suitable for as low as $5/month.

Do you have any recommendations for a web host.

Also i was wondering how much it would cost to register a web domain, maybe a .co.uk or .com domain
