Not sure why they didn't give me permission... this is all I received from them:
Thank you for contacting Invision Power Services.

They more likely don't want a competitors board looking like their own, as both companies supply much the same software and services, so could be considered as being in direct competition with each other.
It's a bit like X-Box going to PlayStation and asking them if they could make an X-Box that looks like a PlayStation.
Besides if you want your forum to look like one from another company then why not just use that other forum in the first place?

I personally do not like their skin, but figured I would create it since several showed interest in it.
I see it this way. I play NES and SuperNES games on an emulator on my PS2. Why not use a regular Nintendo or Super Nintendo? Because the PS2 is much better in terms of performance, new features such as save functionality and you don't have to blow on your games for 5 hours to play an old NES game.
I guess the same could be said for some of the members here. They may want to have the look and feel of a competitor's board, but they want the performance and functionality of a Web Wiz Forum.

Sorry cbr600, there is no chance of releasing an invision skin for web wiz. They have declined my request for permission to relase one.

I think , there is nothing wrong if we create a skin which is similar to invision. They will only stop if you use their images. But if we create our own images, and use similar colour, i dont think they can have any objection.
I may be wrong, but i think i am not
