Alright, I'm pulling out hair now.
I low level formatted, reinstalled my XP Pro, and enabled IIS. I placed the forum into the wwwroot folder, it displayed just fine, but when I tried to register I got this error:
Microsoft OLE DB Provider for ODBC Drivers (0x80004005)
[Microsoft][ODBC Microsoft Access Driver] Cannot update. Database or object is read-only.

Okay, so I obviously need to change it to a read/write permission so I did and the same error. I then tried to view the default page and same error.
So I went into the IIS console, went to the directory, did the permissions wizard...nothing. I went to the db itself and did the same...nothing. So I clicked on the db, choose properties, choose read and write...nothing.
So then I went to the directory itself, changed the attribute, hit apply...nothing. So I went back to check it again and the thing was set to read only again!!!!! 
Am I missing something? I should have valid permissions to be doing this as I am the "Computer Administrator".
Any ideas?
