One of my clients asked me this question: ....... has Hotbar on her emails.  I am trying to find a setting that will make every email she sends out have a certain background and verbage at the top of the email.

How do you do this in Outlook 2000?

For having a background use a Stationary, set a color there. It is somewhat uncommon to have a header but you could create a signature and create it as header, if you want it not be influencable by the user then it would be a server setting depending on what server you are using.
