	You would have to ensure that users had requested some form of email communication before you could randomly send them an email (although your thoughts are well intentioned) and it is annoying when users register but never return. Just to advise

	Some people comes a forum page to take something. I takes what it need and never turns back. Hi or she can attentioned to come back and remember this forum. If user don't want this forum can remove him or herself. So in this case no one annoy.
