My idea is that it will be great if new forum have better Upload center, maybe something to create folders etc...
Something like PHP Upload Center, in which you see only:
FOLDERS, FILES, date, poster and thats all.
Something like your own folder structure in Windows.
In such UPLOAD users of forum can exchange files, and put them in tematic folders etc. It's easier to manipulate with files, delete it, control etc.

To be honest I try to discourage people using upload tools as it is such a big security issue.
The amount of times I have come across sites that have been hacked and entire sites defaced or delete because the webmaster allowed people to upload files to the server.

The best way I found to allow uploads, is I set permissions to only those who have 300 posts or more.

Altho that does still leave the permissions on the forums upload folder to 'read/write'

I suggest to allow upload multi files like FTP server. When you just select and click to the button.
