If you have or use Photoshop then there is a option to create web galleries. It's not great code but it does the job.

If it's just for pictures, you can't beat the free Jalbum http://jalbum.net/It produces the site on your PC for upload. Includes a bunch of templates, can automatically compress images so they are suitable for the web, create thumbnails, slide shows, etc. simple to use and goos support community.

If you have hosting already... check with your control panel or hosting company to see if you have fantastico installed (I think thats ony for Linux boxes). If that's the case, then you can set up image galleries, Forums, etc at a click of a button without you having to do anything technical.

Mikey's idea isn't bad either. Although I think the web gallery feature is only available on photoshop cs1 and above... it is really simple to do and you just upload.
Jalbum has a lot more functionality, but I think its a lot more complicated.
