Out of webpub dir downloading

Out of my web publishing folder I put a new folder called files, so people cant download them.

I can upload files ok to that folder, but when I link to download to them, for example href="../files/song.mp3" it downloads a 40kb file which hasnt nothing on it not the full file

Anyone tell me what im doing wrong?  How can I get people to download files out my webpub folder

everytime a 40 kb file... or may be a crc error!!
