New user registration new feature

Hi 
Would it be possible for the following new feature for the User Registration option please?
A radio button (Yes/No) for "Email when new user registers"
A textbox that :-
When empty, will email the administrators
Can be populated with a comma, semi colon delimited list of email addresses to email that a new user has registered

The email gives the user name and IP address and (up to you... ) email address

What this will do is allow you to keep the forum so that new registrations dont need to be approved but you will see the spammers register?
