When the user get a notification by mail and a hyperlink to click.. How do I get both frames to show? If thats unwise, what pages do I need to edit my topgraphic into, so the topgraphic always will stay on top no matter what page...?

You need to edit the header file found in the includes directory, frames are not advised.
