The problem is that too many database connections are opened.

Probably a recordset being opened inside a loop passing a connection string rather than a connection object, done by bad programming.

your problem is also contributed by your host who set a strict db usage ie. allow only so many connection in a time frame. Fix it by getting a better host, if programming fix can't be helped.

This error often shows up if the server is running out of memory, leave it a few hours and IIS usually releases memory and the server comes back up to speed.
