I'd like to use the footer that's built-in to the database. I've always used a very customized footer to implement a vertical column of ads. This line has always worked, but now it doesn't:

<!--#include virtual="/includes/adpicker.asp" -->

Is it possible to do these html includes with the new headers/footers?

Includes can not be inserted dynamically.

If you wish to use an include you would need to edit in a text editor the file includes/footer.asp

The header and footer settings in the admin area would only work with client side HTML and JavaScript and not with server side includes or scripting.
