If you follow the link in the error message from the server it takes you to Microsofts website which gives you the answer to your question:-

Quote
Explanation

The SQL Server client cannot connect to the server. This error could occur because the server is not configured to accept remote connections.

User Action

Use the SQL Server Surface Area Configuration tool to allow SQL Server to accept remote connections. For more information about the SQL Server Surface Area Configuration Tool, see Surface Area Configuration for Services and Connections.

i think on sql2008 i have already used the facet menu to list the option to have remote connection enabled via the surface area configuration.
so i am still clueless why it does not work.

I usually find the Surface Area Configuration tool does not allways enable everything you need to.

Instead use the 'SQL Server Configuration Manager' found under the Start Menu under SQL Server.

i started the sql server configuration manager under the start menu in the windows 2008 server but cannot find any option that means anything remote to remote connection.
i only seem some network related settings for tcpip/pipe/via etc...

If you double click the TCP/IP settings you will get another window open from where you can select to enable connections for various IP's on the server.
