Error 403

I just installed the form and it keeps giving me the following error.. any idea ohw to resolve?

I am running IIS 5.1 on XP.. any ideas how to fix this fresh install.. . I am pointing the database correctly and game it permissions.. "I think"

I don't know how that is possible I game write permissions to everthing.. in xp.. on that folder to see..
and still nothing..
