This is not something that is supported as to be able to send an SMS to a website you would need a telco that can supply you with an SMS Gateway.

All the telco's I have used for SMS Gateways work in different ways making it very difficult to build a generic SMS activation module. Most tend to just forward the SMS to an email or from an email to SMS, but the format varies.

You would probably need to custom build one to work with which ever telco you use for your SMS Gateway.
