Members can be deleted from the admin area under the members pages, however I would recommend not deleting members as it would make their posts look strange and allow them to register again under the same name.

The best thing to do is edited their members profile and suspend their account. This then means they have less rights than an unregistered user and stops them from registering again using the same details.

If you have email activation of new members enabled by suspending them it means they also can not register again using the same email address.
