This means there is an issue with the server and it can not serve ASP pages.

Contact your web host to have them fix the issue.

i want to run this forum for localhost , but why i don't know this problem.

I haven't this problem with forum 9.60
i tested this forum 9.60 on localhost and server but 9.61 displey this eror

This is certainly a server error and not related to the version of the forum software you are running.

Try rebooting the server, if that doesn't work check that the IIS application pool is loading.
