As ISec says this is where "Moderation" and Administrators step in, and they could:
1. Write to Frank via PM and advise him politely that he has to curb his complaining
2. Write to Bob via PM and try to establish what the real problem is (as Bob could be just over-critical anyway)
3. Decide who is in the wrong (if either) and then have to make a tough decision as to either banning a member, or banning both, to protect the harmony of the forum overall
