OK I think I have isolated the issue...I can happily upload large files when blnUploadSecurityCheck = False which is its default setting (in setup_options_inc.asp).
 
It appears that the checking for malicious code has an issue.
 
Interestingly it appears that IIS settings for both ASPmaxRequestLength and maxRequestLength have no effect on the size of files that can be uploaded using the ASPUpload component - you can stick with the IIS defaults.

I'm sure I said before or somewhere that if you do uploads larger than 2MB you need to disable the security image checking.

The changes you need to make to the server for large file uploads depends on the server setup. I know all the Win 2k8 x64 servers I have used do need to be modified in the ApplicationHost.asp file to allow AspUpload to upload files over 30MB otherwise you get an error from the IIS 7 Request Module.
