I found a major flaw.  Yes you have the statement below but anyone 13 yrs old or younger can register.

Is there away to make the brth date required field where it would send anyone that is 13yrs or younger to a page that reads we are sorry be we can not let you join our forum.

I know they can lie about there age and still get in but this would be more of a CYA addon.  I feel that that we can't just say no one under the age of 13 and they register without being stopped.

Another idea is to flag there account and have the admin or mods deal with it.  I feel some kind of protection system needs be in place.  Words are good but there isn't any true system in place to protect them.

he Federal Trade Commission's Children's Online Privacy Protection Act of 1998 (COPPA) requires that Web Sites are to obtain parental consent before collecting, using, or disclosing personal information from children under 13. If you are below 13 then you can NOT use this forum. Do NOT register if you are below the age of 13.

I dont think there is any need to make any changes.
No matter what system in place if someone under 13 wants to register they will just change the dob field or what ever is needed.
 
However, that then means this forum is not responsible for protecting the childs details as they have lied.

FYI, that law in the US was over turned years ago.

I am looking at it in a legal stand point.  Even in the US if you have this statement posted and no system in place, then you are legally libal

for now I am removing the statement, however I would like to see some kind of child protection put in place.  This way if they do lie about there age you can't be told you didn't have some kind of child protection system.  The biggest problem, which is why it was over turned here in the US.  There is not way a website can truly verify a person age without asking for a credit card.

Ya that is the True problem with all of this.. no one can for sure know what the Age an Individual is unless you either know them personally.. or like you said WebCity they identify themselves through Credit Card or some other fashion... People that are underage can through in a different DOB and there is no way to verify.. it should be the Administrators concern on who applies for their forums... The Key thing that I have found is if you do not want underage people to view some of your forums is to make them password protected

The point here though is that every forum can create its own forum "rules and regulations". The statement itself is not failed and even if you made the DOB field mandatory, then it does not take einstien to work out that anyone can enter a date of birth that is untrue. Example on these forums and ours - some people are over a 100 years old Dead

The point however should be that "due dilligence" is practiced, and if a forum member signs up and gives a DOB that is below your forums acceptable policies, then admin or mods should suspend the account

I did exactly that on one of our forums and sent the user a PM explaining that because their DOB registered was below our acceptable age, then 24 hours later their account would be suspended
