password cookie problem?

Here this situation:  User posts inappropriately. i change his email and password.  i block ip ranges but he's gone plenty of different sources.  even though his email and apssword are changed (i've verified its changed because i can login using the new password) he can still login.  is this because of the cookie on his computer?  if so, how can i expire just his cookie?

If they are auto logged in changing the pass won't work unless they logout.

Unactivate the users account by editing their profile, they then won't be able to use that account.

i understand.  if i do that, will he still be able to login, although unactivated?  just login and not post?  is there a way to edit the db and alter the cookie so it doesn't work?

If the users account is unactive they can NOT post, send pm's, etc. etc.
